Inspiring the imagination to build the future.

Art is the expression or application of human creative skill or imagination that offers us  access to knowledge, different ideologies, beliefs, history and culture, producing works to be appreciated primarily for their beauty and emotional power. It stimulates different parts of our brains to make us laugh or incite us to riot, with a whole gamut of emotions in between. Art gives us a way to be creative and express ourselves, helping us to dream and to have a bigger view of the world. Argentinian schools have a mission to ensure the  transmission of our cultural legacy to future generations, ensuring equal opportunities to students. However, this aim is often frustrated by the high rate of absenteeism and drop-out among students. Consequently, the Education Policy of the Province of Buenos Aires has created several programs related to art activities, such as music, theatre, dancing and visual arts, seeking to promote inclusion through the participation of the most vulnerable students.

To begin with, the “Open Places in schools”program seeks to create comfortable places to foster inclusion and educational participation, through recreational, cultural and artistic learning activities. These take place in educational establishments such as social and sports clubs, libraries, civil associations, and community centers, during the weekends, on Saturdays and Sundays between 9:00-13:00 and 14:00- 18:00 hours. The main objective is to increase the educational inclusion of children and youth in vulnerable socio- educational situations, strengthening the connections between different communities and encouraging the return of students to the formal educational system. Some of the most fascinating works can be seen on the walls of the school canteen, as well as, in the institutional perimeter. In addition, students can enjoy educational outings to important locations in downtown, for example the Colon theatre, the Cabildo andseveral museums.Furthermore , during the year there are presentations to the public. For example on Saturday 16th of july, there is a meeting in Teatro de la casa de la cultura de Merlo by school number 15, and on Saturday 20th there is a musical concert by students from school number 6  in Escobar.

Another initiative is the Provincial School Orchestra Program, which encourages social and cultural development, using musical resources. The project was created in 2005, focusing on children and young people, especially from poor neighbourhoods,  aiming to achieve their greater inclusion both in the world of work and a more appropriate social life. Since then, students have performed there dedicating their lives to music, a profitable instrument to build citizens. The program has two main objectives. Firstly, to include children and adolescents from all socio-cultural levels, particularly those who are at social risk and to offer them the access to the educational system and from there to the performance of music. Secondly, the project provides students with access to musical knowledge, and creates a spirit of  solidarity and cooperation. There are 24 schools grouped into seven regions, and some of the major cities involved are  Lanús, Campana, Hurlingham, San Isidro, San Martín, La Matanza, Florencia Varela, Moreno, Berisso, Almirante Brown, Tigre, Lobos, Mercedes, Chascomús, Dolores, General Belgrano, Bolívar, Daireaux, Lincoln, Bahía Blanca, Coronel Suarez and Torquinst.  As regards public concerts, in the year 2012  in the city of Chascomús, more than 300 children and young people from  Buenos Aires, and other Argentine provinces  participated in the first Festival of Child and Youth Orchestras, organized by the Dirección General de Cultura y Educación de la Provincia de Buenos Aires  and the local municipality. Similarly, musical concerts are organized every year to give students the opportunity to demonstrate                                                                                                                                                                                                                                                                                      their  abilities as musicians and members of society

Finally, the Children's Activities Center (CAI) is an organization for children and adolescents to participate in cultural activities related to art, as a path to social, civic and cultural integration. Students, also have the opportunity to gain exclusive access to material resources, technical assistance, an artist’s forum, and the opportunity to be featured in public presentations. Moreover, CAI provides educators, parents, and artists with resources and tools to support numerous activities in schools and communities, stimulating and generating strong links with families. Its main goal is that every child, adolescent and adult living in a vulnerable social, cultural and economic situation can complete their education, and that those who have left school have the chance to return and remain in the system in the best conditions and to graduate, trained as active, reflective and critical citizens. Most of the activities in this project are connected with traditional forms such as folklore and tango.

Ultimately, the Education Policy of the Province of Buenos Aires brings several opportunities of inclusion through different programs related to Art, capitalizing on the diversity of individual learners to broaden perspectives and enrich the learning experience. Moreover, Art helps to develop students as individuals capable of acquiring knowledge, raising awareness of themselves, their desires, and their abilities to live as true citizens.
